Rumor has it that the barge was actually stalled and was honking to see if anyone would help move it. So the winger jumped aboard to see if he can use the power of the wind in his wing to pull it.

I heard 3rd hand via HR Search and Rescue that
the winger did not see the barge at all and was pulled under by it.

Luckily his board leash broke and the barge was able to reverse its engines
and he popped out unscathed.
He did "jump down " off barge into the Sheriff boat when it arrived, and hit his head
and there was a lot of blood - but ultimately he was shaken but fine
