Just took a look on the Rooster Cam. Water level is about as high as it gets. Drift launch from the stairs. Or swim out and have someone hold your kite at the stairs. Or have a boat hold your kite and launch from the shallows.
With the hot weather coming, lots of snow melt and high waters. There will be debris in the water too with the high volume of water.

Yes, too many people at the launch. . . only one goes out/launching at a time (or in/landing) and it will be hot and sunny and many riders have not been out this season. Couple that with high waters down at Rooster Rock/ limited to no launching.
Things will be "backed up." Kinda like when one goes in for knee surgery and after their procedure they have been on opioids for a week to address the pain.
So yes, "constipated".
