It fits a 1.5" receiver hitch so I suppose it could work by itself as a 2 bike rack that just wouldn't fold up. It has a locking pin to lock the rack to the hitch. The tire clamp down fork lock down, and there's cable locks that come out of the end of the arms for additional visual security. Perfect working order. It's been great but the kids have flown and we no longer need it.
